Tony Ryan served 36 years in Denver, before retiring in 2003. Speaking at the Central Perk Coffee House in downtown Davenport, he explained why he believes the U.S. should legalize drugs, especially marijuana. He says the price on the war on drugs, not only for police but for citizens is just too high, and officer’s time and tax payers money is better spent elsewhere.
