Discussion will focus on - Fixing jail overcrowding by reducing penalties. The majority of Californians surveyed in a new L.A. Times-USC poll say they want to release low-level nonviolent offenders from jail early to reduce prison overcrowding. Governor Brown disagrees and instead is willing to continue paying private prisons to hold inmates out of state or have counties incarcerate more offenders. Will he change his tune?
