Sao Paulo’s “Open Arms” program, Seattle’s Law Enforcement Assisted Diversion (LEAD) program, Vancouver’s Four Pillars approach, the Frankfurt Principles, and the new marijuana prioritization scheme in Durham, UK are some examples of how cities are enacting innovative measures that tie law enforcement to the provision of harm reduction services. What are the benefits of these approaches and what are some potential pitfalls?
