LEAP Statement of Principles
1. LEAP does not promote the use of drugs and is deeply concerned about the extent of drug abuse worldwide. LEAP is also deeply concerned with the destructive impact of violent drug gangs and cartels everywhere in the world. Neither problem is remedied by the current policy of drug prohibition. Indeed, drug abuse and gang violence flourish in a drug prohibition environment, just as they did during alcohol prohibition. LEAP tells China, “Don’t follow the US down the road to Prohibition, it is a road to despair, a road to destruction, a road to disaster.” Hear Jack Cole on Chinese radio! “Today on Beyond Beijing,” English Service, China Radio International 16A, Shijingshan Road, Beijing, China 北京市石景山路甲16号 中国国际广播电台 ![]() Click to hear program Vermont United Church of Christ

Tax and regulate cannabis
Cannabinomics
![]() Cannabinomics is a revolutionary new book by Dr. Christopher G. Fichtner, M.D. that reframes the marijuana debate in a new conversation on the public policy task of cannabis management. It argues that medical, public health, and economic policy trajectories are converging, and proposes a stakeholder-inclusive regulatory process to help America take ownership of this homegrown commodity.

CN ON: OPED: On The Street, You Can See The Harm Caused By Drug Laws
Ottawa Citizen, 29 Jul 2010 - Like many other police officers, I have witnessed the tragedy of the HIV epidemic first hand. It is one thing to read the statistics demonstrating the connection between illicit drug use and HIV; it is another matter entirely to patrol the streets, day in and day out, repeatedly arresting men and women infected with the HIV virus. Our country has one of the finest health-care systems in the world, but our laws surrounding drug use result in unnecessary disease and death. US CA: OPED: Legalize Pot, Former San Jose Police Chief Says San Francisco Chronicle, 24 Jul 2010 - California voters have a chance on this November's ballot to bring common sense to law enforcement by legalizing marijuana for adults. As San Jose's retired chief of police and a cop with 35 years experience on the front lines in the war on marijuana, I'm voting yes. I've seen the prohibition's terrible impact at close range. US CA: California Wrestles With Effects of Making Marijuana a The Province, 23 Jul 2010 - SAN FRANCISCO - Jeff Wilcox, a middle-aged, clean-cut man who dresses in the Bay Area casual business attire of clean jeans, collared shirt and running shoes, may be the face of Marijuana, Inc., the corporatization of cannabis. He has just persuaded Oakland to legalize industrial-sized marijuana farms, touting a study that promised millions in city taxes and hundreds of high-paying union jobs. US NC: Column: Battle of Words in War on Drugs Charlotte Observer, 21 Jul 2010 - Ron Allen probably thinks Alice Huffman has been smoking something. Huffman, president of the California Conference of the NAACP, recently declared support for an initiative that, if passed by voters in November, will decriminalize the use and possession of marijuana. Huffman sees it as a civil rights issue.
